AbstractRobert Morris writes to George Washington about financing the war. He discusses the cost of rations for the army (a dollar for nine rations) and that the total cost of 80,000 dollars requires that he keep the contractors as the states are not paying enough. Morris explains that he continues to convince the states to pay their share, but "it is like Preaching to the dead."
