AbstractJ. Hastings Jr. writes to R. Bache about payment for postmasters beyond their commissions. He discusses the approval of this by the United States Congress and what would be acceptable financially for himself. Congress had made Bache responsible for deciding what was acceptable payment. Hastings explains that the lack of letters moving through his post office makes being a postmaster very difficult financially.
