AbstractCopy of agreement between Ray de Chaumont, Benjamin Franklin, and Silas Deane on the movement of packets boats. Franklin and Deane, on behalf of the United States Congress, brokered an agreement that boats with packets and goods would not be impeded from port and that de Chaumont would be financially responsible for the boats. In return, de Chaumont would be paid a certain amount per boat.
